Government Support, Permissions & Film Incentives

Jammu & Kashmir has an established Film Policy framework to promote film production, attract national and international filmmakers and create opportunities for local talent. The J&K Film Policy 2024 provides for a Single Window Cell, administrative coordination, location permission procedures, designated administrative and police nodal officers and financial incentives for eligible productions. We help producers understand the process, prepare documentation and coordinate with the relevant departments.

A. Single Window Shooting Permissions

  1. Registration of the production house
  2. Submission of the common application form
  3. Project synopsis and script details
  4. Shooting locations and dates
  5. Production house and applicant documentation
  6. Location-specific permissions and supporting documents
  7. Coordination with district and departmental authorities
  8. Receipt of approved permissions and applicable conditions

The policy provides for the Divisional Location Permission Committee to forward its decision within two weeks of receiving the application from the Single Window Cell, and for police clearance and a shooting permission decision within 30 days of receipt by the relevant system, subject to the process and requirements being fulfilled.

J&K Film Shooting and Facilitation Portal

B. Police Support & Security Coordination

The 2024 Film Policy provides for a designated Nodal Security Officer from the Police Department (DySP rank or above) and a Nodal Administrative Officer. District-level Film Promotion and Facilitation Committees monitor shooting activities and help resolve operational issues. Security arrangements may be made based on assessment by district police authorities. We assist with coordination of police and district administration, crowd and traffic management, security, movement of cast and crew, local operational assistance and emergency planning. All arrangements remain subject to the permissions, risk assessments and directions of the competent authorities.

C. Financial Incentives & Production Subsidies

Summary of the published J&K Film Policy 2024. This is not a guarantee of subsidy approval.

Additional J&K-theme benefit for domicile producer25% of the base subsidy amount

Important eligibility considerations

Our support: we help producers understand eligibility, coordinate with the Single Window Cell, prepare production information, collect local expenditure documentation and facilitate the application. Final approval and disbursement rest entirely with the competent government authorities.

D. Tax Benefits & Rebates

Producers should distinguish between the financial subsidies under the Film Policy and any separate tax exemption or rebate. We can help identify applicable schemes, incentives and concessions, but we do not advertise a blanket GST exemption, automatic tax rebate or guaranteed refund on production expenditure. Such benefits must be verified against the relevant notification and the production's eligibility.

Filming in Ladakh – Permissions & Production Support

Ladakh operates under a separate administrative framework from Jammu & Kashmir. The Ladakh Information Department provides an online film-shooting permission application asking for production details, shooting dates, crew information, location details and drone requirements. It also lets producers indicate requirements such as casting directors, drone operators, equipment, junior artists and cameramen. Ladakh's administration has also been working on film facilitation and a single-window clearance mechanism; an executive order was listed by the Ladakh Administration on 29 October 2026. Its current provisions should be checked before individual productions are planned.

  • Local line production coordination
  • Location scouting
  • Local crew and technical support
  • Camera and lighting equipment arrangements
  • Transport and logistics
  • Hotel and camp accommodation
  • Catering
  • Local casting and production assistants
  • Drone coordination and permissions
  • High-altitude production planning
  • Medical and emergency support coordination
Filming in high-altitude areas requires special attention to acclimatisation, weather, road access, crew health and emergency arrangements.
